It is not immediately clear what caused the dad to lose his temper and lash out.
Fortunately, the girl did not appear to be seriously injured in the ordeal.
The distressing scenes were captured on CCTV just after 7pm in the state of Parana in southern Brazil.
Footage of the shocking incident quickly went viral on social media.
One user furiously reacted: “I can’t believe what I’ve just seen.”
Another said: “A devil like that is no father.”
After seeing the horror video circulating online, the little girl’s mum reported the dad to the police.
Chief Investigator Anderson Andrei said officers had opened an investigation, and indicated the girl’s dad would face an assault charge.
He added: “The victim has been identified. The family members have already been interviewed initially.
“The Civil Police’s greatest concern is the child’s well-being and ensuring her safety.”
Police have also requested emergency protection orders for the girl, her brother and their mum.
It is not known whether the child’s parents are still married or live separately.
