Going deeper, Glenn Bell—the other lead investigator—highlighted two root causes. He explained: “First, severe and widespread deviations in the building’s original structural design from the codes and standards of the day, but also some limitations in those codes and standards. And second, deviations in the building’s construction from the design drawings.”

In other words, the condominium was flawed from the moment it left the drafting table, and as it transitioned from blueprints into concrete and steel, it strayed even further from its design. This “genetic defect” turned the building into a hidden hazard for decades.

Five years of waiting only to receive a technical conclusion feels like an eternity. Martin Langesfeld, who lost his own loved ones in the incident, did not hold back his bitterness: “The federal government spent nearly $40 million, allocated every resource they needed, and they came back with pretty much nothing. Disappointed. Very disappointed. We waited five years.”

Langesfeld also issued a warning that resonates far beyond Surfside: “It’s scary, because how many other buildings could potentially be ticking time bombs as well.”
