Emergency services were called to the home in Lowood, a small town west of Brisbane, about 11.10pm following a triple-0 call from Ms Phillips.

The four-year-old was unable to be revived and declared dead at the scene. Detectives are investigating whether the child was deliberately drowned.

Ms Phillips is understood to have undergone mental health treatment in April, just weeks prior to the girl’s death, the Courier Mail reports.

The publication also understands matters relating to the family had previously been reported to Queensland’s Department of Child Safety.

A spokesperson from the Department of Child Safety told news.com.au they were unable to comment on individual cases.

“As the matter is now before the court, it would be inappropriate to comment further,” they said.

Queensland Health Minister Tim Nicholls has described Cleo’s death as “terribly tragic”.

“We need to understand what the causes were and what happened here,” he said.

Ms Phillips was remanded in custody after her case was mentioned in the Ipswich Magistrates Court on Tuesday.

No pleas were entered, with the matter adjourned for committal purposes to June 17.

Investigations are ongoing, with police urging anyone with relevant information to come forward.

Detective Inspector Michael Manago from the Ipswich District Crime Group said the house remained a crime scene and an autopsy would determine the cause of death.

He added that “it was a terribly confronting scene to those first responders” and said police believed the woman was the only adult in the home at the time of the alleged murder.
