Officers saw the car being driven erratically heading south along Smithfield Road towards Footscray.
It almost hit a man walking near the roundabout at the intersection of Epsom Road and Racecourse Road in Flemington.
They’re appealing for him, as well as any other witnesses who saw the car to come forward.
They say they don’t know who else was in the car, and believe the shooting was a targeted attack.
