Mr Roberts died on Wednesday night after becoming involved in a disturbance near Bell St about 9.30pm, before making his way across the road to El Attar Middle Eastern Grill, where he collapsed.
Emergency crews rushed to the scene near the intersection of Bell and Neil streets, with police quickly declaring multiple crime scenes, including inside the restaurant and at the Toowoomba CBD Bus Interchange.

A spokeswoman for Mr Roberts’s family said his death had left loved ones shattered.
“He was the best father, son, brother and uncle,” she said.
“He literally would give the shirt off his back.
“He adored his son, he worked at Beef City and made a nice life for himself.
“He literally was the best person.”

On Thursday morning, police tape cordoned off sections of Bell St near a shopping centre and bus station while investigators continued their work.
Forensic officers were also seen examining the restaurant, which remained closed.In a social media statement, El Attar Middle Eastern Grill confirmed the young man had sought shelter inside their business.
“Following an incident in the city last night, an unknown individual sought refuge at our restaurant. Our team assisted him and contacted emergency services,” the post said.
“We are very sad to share that the man passed away. Our thoughts and condolences are with his family and friends.”

Darling Downs Police Detective Acting Inspector Ryan Harmer said officers had spoken with witnesses and people connected to the disturbance, with everyone co-operating with inquiries.
“We have spoken to the number of witnesses and a persons who were involved in the disturbance,” he said.
“They are assisting police with our inquiries.
“I would encourage anyone that may have seen or heard anything in the vicinity of those Neil St and Bell St on Wednesday night to come forward and contact Crime Stoppers or your local police.”

Inspector Harmer said early investigations suggested some form of conflict occurred nearby moments before Mr Roberts entered the restaurant, but there were no obvious signs of injury.
“We believe there’s been some sort of conflict earlier but we’re not aware of any injuries of those involved parties and all those involved parties have provided versions to police and have assisted us with our inquiries,” he said.
The Toowoomba CBD’s City Safe CCTV network captured the incident, with police receiving live alerts as it unfolded.
“We are very fortunate in the Toowoomba CBD to have the City Safe program that is monitored by police, that enables us to have rapid response,” Inspector Harmer said.

Investigators said they cannot determine how Mr Roberts died, with a post-mortem examination expected to provide critical answers in coming days.
“From the outset, there are no obvious injuries to any party, there are no complaints forthcoming from anyone that was involved in the disturbance,” Acting Inspector Harmer said.
“The post-mortem examination will give us further clarification whether there’s any presence of any injuries and that is expected to be done in the next couple of days.”
Police have confirmed there is no ongoing threat to public safety.
