Indianapolis has hundreds of properties on the short-term rental registry, but a rental home where a deadly shooting happened on Sunday is not on it (as of April).
The rental home in the 4000 block of North Park Avenue, near North College Avenue and 38th Street, was where a post-prom party shooting killed a woman and injured three others May 3. By law, the City of Indianapolis requires rental properties to be on the registry.
“When an unfortunate incident like this happens, IMPD can contact the property owner, let them know what happened,” said Dawn Olsen, Indianapolis Department of Business and Neighborhood Services chief communications officer. “If they are not on the registry, IMPD can contact us and we can contact the property owner to let them know about the ordinance. You know, we want to give them that opportunity to come into compliance.”

The Department of Business and Neighborhood Services updates the registry monthly. Olsen confirmed Monday, May 4 that the North Park Avenue home on the city’s near north side is still not registered as a short-term rental.
Property records on the home listed the property owner as 4 Life Investments Inc., which is based out of Fort Wayne. 13News reached out to the company but did not hear back yet.
“The property owner does not reside in Indianapolis and was unaware of the ordinance that requires short-term rentals to be registered. However, they are being cooperative,” Olsen said.
According to Olsen, the Department of Business and Neighborhood Services sent a formal notice to 4 Life Investments Inc. and gave the company the opportunity to bring the property into compliance.
“This has an incredible chilling effect on all the surrounding neighbors who experienced this last night,” said Emma Clust, president of the Meridian-Kessler Neighborhood Association Board.
The neighborhood association condemned the violence and said even more people could have been hurt by stray bullets that went into their homes.
Clust also questioned the decision-making of parents responsible for their kids at the post-prom party.
“We have no reason to believe that the property owner had anything but the best of intentions when renting to adults,” Clust said. “So, he didn’t have any additional information that we know of that would have been able to prevent this, so we’re very frustrated.”
A tragedy like this is why the city has been trying to hold property owners accountable.
“If you are a host, we do encourage people to screen their guests,” Olsen said. “Try to have an understanding of maybe what they’re in town for and watch out for some of those red flags.”
Red flags include last-minute house rentals and bookings by people who already live locally.
There will be a community meeting with IMPD and City-County Councilor John Barth (D-District 7) to discuss the North Park Avenue shooting. It will be at 6 p.m. on Wednesday, May 6 at Womack Church.
