James Elmore Jr, 61, is facing charges over the 1984 killing of Laura Miller and was accused of tampering with the 1986 murder of Audrey Cook.

The suspect, who lived just eight miles from the Killing Fields, was arrested and charged on Tuesday, Galveston County District Attorney Kenneth Cusick said.

It’s a bombshell breakthrough for investigators who have been combing through the barren 25-acre patch of land surrounding Interstate 45 just south of Houston for decades.

The massive update came as detectives homed in on suspected serial killer Clyde Hedrick, who was accused of killing Laura, Cook, Heidi Fye-Villareal, and Donna Prudhomme.

They were said to be inching towards charges through a grand jury – but he died by suicide in March as he faced a court presentation.

Hedrick, who was convicted of manslaughter for another case before his death, allegedly prepared a “vial of cocaine” for Elmore Jr. to give to Cook, according to the indictment.

Laura, who was a high school sophomore, was last seen at a pay phone in 1984 – and her remains were found by boys riding their dirt bikes two years later.

Cook was a 30-year-old mechanic who was last seen in 1985, and her naked corpse was found the following year with a gunshot wound to the back.

The arrest came after the Galveston County DA’s Office started re-examining evidence in the Killings Fields cases in 2024 and began probing Hedrick.

Despite his sudden death, investigators have vowed DNA evidence continues to open new leads – and that more arrests will come.

“This is not over with just because Mr. Hedricks is dead,” Cusick said in a press conference on Tuesday.

“There are some active leads in this investigation that can still be pursued to bring to justice some people who may have escaped justice thus far.”

Tim Miller, the dad of victim Laura and founder of search and recovery nonprofit Texas EquuSearch, said he met with Elmore 30 times before his arrest.

He was left outraged by the death of Hedrick as he said, “It’s inexcusable that Clyde Hedrick had the opportunity to die without ever being indicted.”

Miller recounted speaking to Elmore and said there were moments where their conversations made him uncontrollably emotional.

“There were times that I left James Elmore […] and I had to pull over and just sob and cry with the information I got,” the dad said through tears.

Cusick acknowledged the grueling number of years the families of victims had to endure – but insisted authorities never stopped working towards justice.

“Although it has taken this long, I want to emphasize that a tremendous amount of effort has gone into this case – countless agent hours, office hours, financial resources, and lab work – by all of the agencies involved,” he said.

Residents living near the Killing Fields have been living in fear that a serial killer is on the loose and evading capture because of the positions of the bodies.

At one point, ex-NASA engineer Robert Abel was accused of killing four women who were found dead between 1983 and 1991 – but he ultimately wasn’t charged.

Elmore has been charged with manslaughter and two felony counts of evidence tampering.

He appeared in court for an initial hearing in a pink prison uniform on Wednesday where he was denied bond.
